Question / Help Stream is incredibly choppy but obs says it's not losing frames

Recently my stream has been getting incredibly choppy.
I currently stream counter-strike, as long as I am in menus it's working fine but when I get in a game and things happen the stream gets insanely choppy, skipping several seconds at a time.
