Question / Help Stream is excellent and then unstable

Yesterday I found the settings for my stream and they were perfect, aside from very minor blurriness. However, today I started up a stream and it was doing fine for 10 minutes or so, and then was just very buggy and laggy. I tried lowering down the bitrate from 3500 to 2500, but this did absolutely nothing. I've been wondering if I should be encoding with the GPU instead of x264. I'll have the log file attached, but any thoughts? I feel the i5 might be the problem. I was also using Twitch Inspector, not sure if the Session ID can be used, but if it will help I will post it.
Specs are: CPU i5 7500, GPU GTX 1070, RAM 16GB Corsair Vengeance.
