Question / Help stream is choppy no matter the settings i use or game i play

Just through messing around, i found out my stream runs fine if i take OBS out of studio mode. so i guess i just wont use studio mode for some reason.

So I posted this yesterday and the advice I got didn't help (at least from what I can tell), I deleted basically all the capture windows I was using except for one and deleted many other entire scenes just to make sure I wasn't overloading my GPU. and I'm still getting around 11fps when it should be 30. it seems to work fine until I start test streaming. my internet speeds are 860MB down and 940MB up. All my settings are were setup by the config wizard just to make it easier.

This was the advice I followed yesterday:
Delete all but one game capture source, and remove all window/display capture sources. All those scenes you have on are causing the GPU to overload even on games like Doki Doki Literature Club

Is there anything else I can do? my device was running around 40% usage on both GPU and CPU while getting this framerate.
