Question / Help Stream is choppy in twitch.tv

So I decided to try out streaming dota2 on twitch.tv, however the problem is, that the stream is very choppy at times.
I created a highlight of it at it's worst to demonstrate:

In my twitch dashboard, it says that the stream configuration is Excelent

I pressed the "Optimize" button for twitch in the settings, and put my bitrate to 3000

Is my internet connection fine for streaming?
What is causing the choppy lag?
How do I fix this?

I can bet that if you are trying to watch your own stream at the same time as playing a game and streaming, then your CPU usage might be maxing out. Thats what happens whenever my CPU is maxed out at 99%.

If you want to monitor your CPU usage, open up "Task Manager" to see what's using what.

I just tried to stream while keeping an eye on task manager.
The CPU usage fluctuates between 70% - 100%, sometimes hitting the 100% usage mark.

I wasn't watching my stream at the same time, not even in dashboard.
So does that mean that my i5 6500 is too weak for streaming? Or is this still an OBS related issue?
Ive seen people stream games with weaker processors without any hicups before.
 
two things spring to mind right off the bat.
1.) last i remember the international servers are trash, and this could be your issue. One way to test if it's the twitch servers is to stream to youtube or hitbox. their servers never have issues. If the problem persists, it's on your end, if the problem isn't present, then you could try streaming to another server.
2.) choppy streams like that, usually are due to using too much CPU. It's like dropped frames but if the cpu is too taxed it abandons the data to keep up with the current video.

Now, there's one other major issue. On all of the streams i've setup that run windows 10, i notice no less than 25% performance reduction in cpu power. Personally for me in windows 10, i7-3770k overclocked to 4.8ghz, 16gb 2133mhz ram, games on 960gb ssd, and a gigabyte wf3 7950. I had between 50-75% reduction in processing power on windows 10 in obs, photoshop, cad, sketchup, and other video editing software. Even gaming took a massive hit. While the games would play, the actual load of the cpu was much higher but no extra fps.

I will tell you bluntly that with the many changes and updates to Dota 2 especially 7.00, I think you would need a better CPU overall.

An i5 is minimum requirement for a game like Dota 2.
You notice someone mentioned that you should not watch your own stream? Because multitasking in this way is very stressful on the CPU to encode, game and also watch a stream. My point being is that there may even be another application running, and stressing your CPU even more. A saving grace would be to overclock your CPU to the more desired 4 - 5 Gz but I notice you do not have the K version.

Try using Intel Quicksync.
Look online for Intel Quick Sync Drivers for your system.
Your stream wont look as sharp, but it is worth trying.

Thank you everyone for the replies.
I decided to give hitbox a go, first I tried with 3000 bitrate, it still stuttered at times, but was a lot better.
I then reduced bitrate to 2500, results are surprisingly good:

I spammed a lot of pretty spells with cheats, It did not stutter. Yet to test it in a real game, to see if it will work for a full game duration.

EDIT: I changed my twitch server from Lux to Sweden, along with the 2500 bitrate, no stutters anymore.
