I'm new to streaming and started about three to four days ago, I have been streaming Gary's Mod perfectly well. Well, when I hop on siege it lags very badly. I need help on figuring this out if there's anything that you would need to help me let me know.

Your RTX 2070 is good. However, I don't think your i5-8600K is good with it. You need better balance. Pair it with a stronger CPU like a i7-8700k, i7-9700k, or i9-9900k. For gaming, you should use 144Hz monitors and not use 60Hz anymore, especially since your RTX is going to be delivering well above 144FPS (you want to see all those 144 frames, not just 60).

Setup to stream at these settings to start:

OBS VIdeo
Base: 1920x1080
Output: 1280x720 (1920x1080 later until you can prove the stream is stable)
Downscale: Lanczos
Common FPS Values: 60

Then try using NVENC (uses less CPU via Nvidia encoder chip versus x264).
Since your CPU isn't all that strong, I would lean more toward NVENC new.

4500 (increment in steps of 500 upwards until it falls apart max 6000)

Max Quality, High, Psycho, Max Bframes 2
