Stream gets blurry only when there's movement even in high bitrate .

Hi my stream gets really blurry when there's movement or too many particles in the stream . I stream at 10k bitrate . My friends stream at like 8k bitrate and mine stream quality is worse than theirs. The quality is good until there's movement in the game . I had done many windows and registry tweaks , is that the cause for this problem ? Pls help me . I have changed all the necessary settings for OBS as well .

Please restart OBS and perform a test stream/recording for more than 30 seconds doing as you normally do, including playing games, full camera or whatever you normally do.
Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.
