Question / Help Stream get blurry/pixelated

Hello there, I just started streaming on Twitch recently and it seems like my stream looks blurry to me. I have Ryzen 3600 and GTX 1660 Super.

As for the OBS setting:
Encoder: x264
Rate Control: CBR
Bitrate: 4500 kbps
Keyframe Interval: 2
CPU Usage Preset: veryfast
Proflie: high
Tune: (none) (i don't know what is this setting for)

Base (Canvas) Resolution: 1920x1080
Output (Scaled) Resolution: 1280x720
Downscale Filter: Lanczos
Common FPS value: 60

I have 51 Mbps down and 55 Mbps up so my internet should be fine.

Post a logfile from a live streaming or recording session at least 30 seconds in length, and we can take a look.
Be aware that ANY downscale will incur a quality loss; non-integer scales will be worse (1440p->720p is a 2:1 full-integer scale, 1080p->720p is a non-integer scale)

Consider using NVENC instead of x264. The Turing core on your 1660 outputs video quality equivalent to x264 Slow (which is much, MUCH better than Veryfast). NVENC is also a separate part of the GPU die that normally sits idle, unless you're compressing video. It will not impact your in-game performance so long as you use the Quality preset (NOT Max Quality!), and turn OFF the Psycho-Visual Tuning and Lookahead options.

Thank you for the reply. I tried using NVENC like you said, but still downscale it to 720p with integer fps instead of common fps. It seems like the quality got a lot better, but i'm still not sure if my downscaling setting is good enough.
