Question / Help Stream Fuzziness When Moving.

So I've been having this issue for quite some time, and after investing dozens of hours into trying to find a solution and trying every combination of settings possible, I've concluded that the only way this is going to be resolved is if I receive help from somebody that actually knows what they're doing. I've tried all "CPU Usage" options under "x264", I've tried Both "NVIDIA NVENC H.264" and "NVIDIA NVENC H.264 (new)" with their default settings and then some, I've tried all encoders with multiple bitrates between 2000 and 7000, I've tried all available options under the "Downscale Filter" dropdown, with pretty much every single one of these tests my task manager has informed me that not a single computer part has exceeded 70% usage, I've bought decent internet and tests concluded I have 10mbps upload speed, and yet nothing seems to stop or even make slight changes to the horrible fuzzy screen that blurs the more I move. I am at an absolute loss and would greatly appreciate any help you are willing to provide.

Not seeing anything particularly obvious.

I wouldn't expect great quality from 1080p scaled down to 720p and streamed at a bitrate of 4000, but it might help if I had a sample or a screenshot.

Obviously quality in general is better if you 1) don't scale, and 2) use the highest bitrate that can be sustained.

Game capture also seems to be having a problem capturing your Minecraft. Do you still have this issue if you use display capture?

Oddly enough, it would appear the scaling happened to be the main cause of this issue, despite attempting all Downscale Filter options. After attempting your suggested setting changes and changing the resolution to 1080p, the issue went away entirely. Thank you for your assistance friend.
