Question / Help Stream frozen

Hi, I stream on twitch and youtube has frozen gameplay, the audio still works but the gameplay is frozen, this occurs in overwatch and CSGO. the game does not lag or freezes nor does the fps drop but the stream does
in any other games, the stream is smooth and clear such as fortnite, dauntless, destiny 2 etc
while playing obs, stats show no loss in frames, 5500bitrate, 14% CPU usage.

my specs are i5 8500
16gb or dual channel ram at 3000mhz
Rx vega 56 8gb
1tb HDD
download speed is 40mbps
upload speed is 25mbps
