Seeing a significant number of frames dropped:

Can you run a speedtest on your internet connection?

Is your OBS lagging? High CPU usage and such.

Also, try going down in bitrate if possible. 4Mbit upload means you can theoretically go up to 3000 and be fine, but it's possible that the 4Mbit are your peak rate, and can't be maintained over a longer period of time (like a stream). I suggest going to 1500 to see if that drops less frames.
