Question / Help Stream Freezes...

Hello everyone,

After hours and days and weeks of trying to fix an issue I've been having, I finally made my mind to ask for help here. I am really frustrated at the moment because I have monster streaming + gaming PC's and it is not paying out.

The problem is the following: https://www.twitch.tv/videos/216685961 (minute 1:30 freezes begin)

I get video freezes, such as the ones you get when the encoder is set to a very high encoding profile (such as slow or normal). My settings in OBS are the following:

Codec - x264 Scaling Res - 1600x900 Bitrate - 6000 CBR CPU Profile - Slow Profile - Main FPS - 60

My streaming rig:
  • Motherboard - MSI X399 CARBON PRO
  • CPU - AMD Threadripper 1950x
  • RAM - G.Skill Ripjaws V Black 32GB (4x8GB) 3200 MHz (PC4-25600) CL16 - DDR4
  • GPU - MSI GeForce GTX 1080 ARMOR OC 8GB GDDR5
  • Windows update - Anniversary (Rolled back from Creators because I saw it could be due to that)
Gaming rig:
  • Motherboard - Asus Rampage V Edition 10
  • CPU - i7 6900k
  • RAM - G.Skill Ripjaws V Black 32GB (4x8GB) 3200 MHz (PC4-25600) CL16 - DDR4
  • GPU - Titan X Pascal 12GB
  • Capture Card - Elgato HD60 Pro
  • Windows update - Creators
With the settings above, a friend with a very similar streaming rig (only RAM model and brand changes - http://www.twitch.tv/starwraith) can do those OBS settings no problem. I manage to stream and fix the issue by restarting OBS 3 or 4 times (sometimes 7), it magically doesn't do it anymore, but I have to test it by opening the stream, which is frustrating to my viewers :(

That's the first problem, I also have image freezes of 3-5 seconds in my gaming rig which I do not know how to fix. I've tried, for the streaming problem:
  • Format the PC
  • Changed RAMs
  • Reinstalled OBS
I must also say it randomly happens with any encoding profile, not only slow (even veryfast).

Stuff I've tried to fix the PC game freezes:
  • Formatted the PC and clean installed Windows
  • Updated all drivers
  • Disconnected the capture card
Any help is welcomed, I'm seriously out of options now, I don't know what else to try >.<
