You're using a system with an old CPU (nearly seven years old), with the OpenGL renderer (which performs worse than the Direct3D 11 renderer), running H1Z1 (a known resource hog), seem to have "Multi-adapter Compatibility" enabled (which hurts performance), at 60 FPS instead of 30 FPS, with a USB wireless adapter instead of a hardwired connection, on an old version of OBS Studio.

05:19:59.756: Output 'simple_stream': Number of skipped frames due to encoding lag: 23059 (50.9%)
05:19:59.756: Output 'simple_stream': Number of lagged frames due to rendering lag/stalls: 3666 (8.1%)
05:19:59.756: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 37 (0.1%)
You're experiencing problems before you even get to the streaming part. I would guess you would also have issues recording instead of streaming. Feel free to try recording to see if the same thing happens.

Is there a reason you're using the OpenGL renderer instead of Direct3D 11 in OBS Studio?

Here's what I recommend:
  • Update to OBS Studio 0.16.2 (or current version)
  • Set the renderer to Direct3D 11 (OBS Studio > Settings > Advanced)
  • Disable "Multi-adapter compatibility" in your Game Capture source settings
  • Change your FPS to 30 (OBS Studio > Settings > Video)
If that doesn't help enough, lower your game settings.
