Question / Help Stream FPS freeze - great pc, internet

Having issues with streaming Overwatch in particular. I stream 720p at 60 fps at 3000 bitrate.

PC Specs:

• CPU: Intel i7-4790
• GPU: GeForce GTX 960
• MoBo: MSI Z97 G45 Gaming
• PSU: Corsair CX750 Watt

I moved a month and a half ago. I was able to stream with "worse" internet with 720p at 60 fps at 3500 bitrate. Now with the move, I can only stream at 3000 bitrate and multiple times during a stream the stream will continue playing audio but the image freezes for a moment.

Suggestions?
