Question / Help Stream FPS drops but game is fine

I used to stream intense/fast games like OW and CSGO, sometimes league and I'm just now gettin back into the streaming thing, so I tried bootin up a stream of The Division and my game runs at a silky smooth 100 fps, however my stream is set to show 30, and it runs at 30 but I tested running around and it randomly drops (stream only) down to about 11 or 18 and then jumps back up. Nothing intensive in the game is happening and I used the wizard OBS has to set my settings but I've been messing with them for about half an hour. Now I've tried nearly every combination of bitrate and resolution/fps output changes and I have absolutely no idea what to do.

This seems to be happening to a lot of people recently including myself, was speaking to a moderator for hours yesterday and still no fix however some people have said that right click game capture, click properties and disable multi media compatibility (if it is checked)

Yes this happens to many people with 144Hz monitors, as they play without the 60fps limit that Vsync gives you on a regulart 60Hz monitor. So the GPU load is more than doubled at this framerate and the GPU is running at 95-100% load which causes problems when trying to stream.

You GPU utilization is too high. To recude the GPU load, simply limit your game fps to 60.

Not going to lie, I think this might be because of the new NVIDIA drivers, which is causing everything to be so fucky, there have been so many reports of the same issue, in the last day or so (including myself)

I am going to rollback the driver and see if that helps at all
