Question / Help Stream FPS drops below 60 but no encoder overload?

When I'm streaming I'm not having any dropped frames and I'm not having an encoding overload. However, whenever my GPU hits max load my stream begins to output below 60fps (35-45 fps). But, still no dropped frames in the dropped frame section. My friend has the exact same computer as me and the exact same OBS settings, and is computer isn't having this issue. Any suggestions?

You might wanna check out the content of that log file before uploading it :-p

But yeah, depending on the capture method used and the encoder used this can happen. But to confirm that, we'd need a log > 685 bytes.
