Question / Help Stream FPS Drop not Game Help!

Hey everyone, randomly all of a sudden i am experiencing an issue with my FPS of OBS stream. My CPU will jump randomly up by like 10% and then FPS will drop to like 14-44 then go back up moments later. Ive been streaming for 4 months at 1080p 60 FPS no problem and another month of 720p 60 FPS and NO issues. Randomly on Aug 3ed this changed and have had this problem. Anyone seen this issue.

GTX 1060 6gb
Ryzen 5 1600
16g DDR 4 at 3000 mhz

HELP!!! :(

I'm running into the same issue right now. Had no problem streaming 60FPS before update. Now I'm getting anywhere from 14-18. I hope this gets looked into.

Just reformatted all drives, reinstalled windows, new windows CD key, erased BIOS from Mobo, Reinstalled Bios, Reoverclocked. Issue still persist.
