Question / Help Stream drops major frames or disconnects after a 2-6 hours

I've been having some issues with my upload to Twitch, even with the server closest to me. I've switched servers and it still happens randomly. I saw that the logs were saying that there was insufficient bandwidth/connection issues...I contacted my ISP about it and they sent techs out to fix everything they could. It behaved for a while, but it happened again. Techs came out again and they checked once more. We upgraded our net from 50/5 to 100/10. Everything seemed fine and the bitrate was steady...until now.

Tonight I randomly dropped out and when I tried to reconnect, it couldn't maintain 1000 Kbps or more....I restarted my computer and it behaved for a little while before the upload started dropping again. Before it fully drops after a long stream period, it has random dips in bitrate and will go from something like 2.5Kbps to 0.4Kbps then down to 0Kbps.

What could it be? My computer is connnected via Ethernet. Our router is fine, it's brand new. The modem is good. Games and everything else behave well, rarely have I seen it where the internet game is having the issue also. Is my ISP throttling Twitch still, even though they claimed they don't throttle?

EDIT: BEFORE ANYONE ASKS, no, I am not streaming over wireless. This is a hard wired connection.
