I checked my stream and it doesn't feel like 60FPS. I use Game Capture. OBS stats says there are no dropped frames, no rendering lag, no encoding lag and it says 60FPS in the little bar at the right corner. I thought it was just my imagination and asked my friend to watch it too and he said it looks like 50 - 45 FPS. In this stream i tried to lock FPS, lowering graphics settings and lowering bitrate but i couldn't see any difference. Also i use two monitors that are different Hzs. My main gaming monitor is 144Hz and the other one is 60Hz, could it be the issue?
I'm getting 90 - 110 FPS in game.
