Question / Help Stream corruption codec related I think.

Please read all post before suggesting, have been trying to fix this for 3 days a lot already tried.

Until a week ago I could stream on my primary PC 1080P 8000 CBR, 60FPS, no problems (PC hardware i7 8700k, 1080ti, 32gb DDR4, Samsung 950 pro M2 storage)
Then the above result started to happen and the only fix was dropping the CBR to below 3000, anything above even at 720p resulted in the above stream type.
No frames dropped and looks perfect from my end within OBS.
NOT NETWORK OR CONNECTION (sorry for the caps)
New modem bought and tested, cat7 cabling bought and installed.
Same result.
Internet speed and stability tested
70mb downstream 20mb upstream, logs to prove stability.
Super ninja absolutely sure its not the internet connection comes from running my gaming laptop sub optimal position 2 bars on wireless at 1080p 7500 CBR without issues (i7 7850 1060 Nvidia) resulting test stream https://www.twitch.tv/videos/516471489
Also Twitchtest shows I have a 98-100% 10k+ to all servers.

Removed RJ45 ethernet cable, installed wireless adaptor on primary PC same corrupted results. no difference.

Clean removal of Nvidia drivers (including DDU) Roll back to last 3 versions of drivers no difference.

Clean removal of Bitdefender (no difference)

X264 and both nvidia codecs tried you guessed it no difference.

Only thing I can think is something installed within the last week or so (I couldn't stream) or an update to the system caused or overwrote a codec.

But that is just me clutching at straws, log file is from reinstall and using wizard to optimize for streaming.
