Question / Help Stream Choppy (help plz!)

So i recently started streaming on twitch and i'm having issues getting it so it's not choppy. I'm not seeing any dropped frames while streaming in OBS, and my CPU is only at .06% @ 30 fps. It's almost like my computer is battling over use of FPS and isn't adjusting to all that is allocated in both game and OBS.....Please help!

PC SPECS:

CPU - Core i7-7820x @ 3.60Hz
RAM - 31.68 GB RAM
GPU - RTX 2080 Ti
MB - ASUS ROG STRIX X299-E Gaming
Monitor- Acer Predator XB271HU
Camera - Logitech C920S

Stream Settings

Output:
Encoder: NVIDIA NVENC H.264 (new)
Rate Control: CBR
Bitrate: 6000
Keyframe Interval: 2
Preset: Quality
Profile: High
Psycho tuning checked
GPU: 0
Max B-frames: 2

Video:
Base Resolution: 1920x1080 (even though monitor resolution is 2550x1440)
Output: 1600x900
Downscaler Filter: Bicubic (Sharpened scaling, 16 samples)
Common FPS Values: 30

I changed the last two settings when i saw OBS have "encoding Overload".


Camera output settings
Resolution: 432x240
FPS: Highest FPS
Video Format: MJPEG
Color Space: 709
Color Range: Full
Buffering: Auto Detect

Game Capture (in scene) with default settings and only "Use Anti-cheat hook" checked.
