stream choppy even with ethernet cable and only 50% of cpu being taken up

im tryna figure out why my stream is choppy whenever im moving fast in a first person shooter evertime I stream or record modernwarfare if I move too fast it gets choppy ive tried everything from lowering bitrate to using lower fps while in game but nothing seems to work my pc is more than capable to run any game at ultra settings and I should also add that my upload speed is 30mbps and I have my own wifi strictly for my pc
