Question / Help Stream Bitrate Dips Drastically for no Reason Sometimes!!!

Hey,
I have been using OBS to record and stream my gameplay for over 3 years and have been very satisfied with it. Recently, I came to begin to stream MUCH more often and I'd like to continue doing so because I have been very successful so far. However, it seems, whenever I stream the bitrate drops to an extremely low amount at random times, sometimes rarely and others often. I have more than a good enough connection for streaming and have run speed tests before, during, and after streaming with nothing to point out an issue. I have even called my ISP while I was live and having issues and they said that they could find no issues either.

Just for a better idea, this is the internet I get DIRECTLY wired into my router (My DL speed is usually around 300Mbps, but it drops to this amount between Midnight and 4AM):

I used the new Auto-Configuration Wizard included with OBS 19.0.2, and it says I can stream at 4176 bitrate (though I set it to be 5000), I use the NVENC H.264 encoder and CBR. I even rescale the output from 1920x1080 to 1280x720.

Can anyone help me? Is this an issue with OBS? Is there something I can do about this,
