Stream becomes blurry when moving in-game.

Hello! I noticed recently when I was streaming in 1080p 60fps my gameplay becomes blurry whenever I do any movement from left to right or up and down. Basically any sort of movement becomes blurry. Whenever I am stationary then It becomes more clear. I was wondering if anyone knew the answer to this issue.
