Stream example with upscale 1080p -> 1440p60 30,000 bit rate. For the stream, the second Quadro p400 video card is used, which eliminates the need for encoder overload on the game card, because it removes the load from stream processing. In 1080p on YouTube, you can’t, at the moment, make a similar picture on a stream in a game with lots of grass.

I did not understand 30,000 bit rate? That is equivalent to 30,000? i used can used max 5000 bit rate

This is 30,000 to 1440p through a video card NVENC New. At 1080p, with 30,000, the picture will be many times worse in pixels. High bitrate, on YouTube, it makes sense to set only 1440p.

At new creative studio needs a variable bitrate option to be able to set it high enough for a good picture.

For recording a video for editing and uploading, 30,000 is low.

For live streaming it's high, well beyond what most streamers can or would try to sustain, and beyond the OP's stated capability.

To the OP: If you can't go beyond 5,000 bitrate you shouldn't be attempting anything higher than 900p60, or even 720p60. That's not enough data to eliminate artifacting during fast motion.
