PC Specs:
FX 8350 @4.4GHZ
R9 290
8GB DDR3
Gigabyte 970A-UD3P Motherboard

So basically, my streams all look pixelated, and I have 6MBPS Upload speed, I stream at 1280x720p 60 but even at 30 it looks the same pixelation. My bitrate for streaming is at 3500, my encoder I use is either x264 OR Amd VCE Hardware encoder and neither make a difference, my CPU usage under the hardware encoder is between 2-10% while x264 is from 10-25% cpu usage.

Past broadcasts as reference: https://www.twitch.tv/peteplays_tv/videos/all

Even for my recording settings, my bitrate between 15000 all the way up to 40000 for 1080P60 Recording looks all pixelated, and when I record, my mouse will randomly stop working for like a second or two, Ive tried lowering my bitrate all the way to 10000 and nothing helps it :(

What's going on? Am I tripping out or do the streams look bad, because looking at summits stream rn it doesnt look much different, but as for recording what could be going on?

https://youtu.be/pLLCEZOep_s here is what it looks like recorded on 10k bitrate, and even then my mouse keeps disconnecting randomly you can see it happen in the video.

It's not even just the AMF encoder, my last three broadcasts are with x264 and it's the same problem, take a look.

Honestly I dont know if it's even anything wrong it looks the same as other big streamers now that I look at it,

However recording still looks all pixelated at a very high bitrate and I have no idea why. It also disconnects my mouse when I try to record.

The log you provided does not contain anything streamed with x264. Try getting a clean log with an x264 attempt in it:

Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

You are running OBS 32 bits.
Run OBS 64 bits. Copy shortcut, edit the copy and hook it to 64 bits OBS. It will use all your memory, not only 4 GB
