Stream and Recording - Screen Capture screen door / stuttering but not other sources.

I have previously had no issues with OBS, see:

However, in the past few days all of my display captures are doing this:

So the main display capture is somewhere between a horrible screen door and just a static capture.

About 2 weeks I changed my secondary monitor from a 27" 1080p to a 34" 3440x1440. Hardware specs below:

Primary Display: Samsung CRG9 49" Running on an EVGA 2080 Ti FTW3 Hybrid
Secondary Display: LG 34" 3440x1440 running on an EVGA GTX 1660 Super

Rest of the specs: AMD 3950X, Asus ROG Strix X-570E, 4x16GB RAM

I'm really struggling to think that this is solely a result of switching from the 1080p monitor to the 34" 21:9 as the secondary, but it might be. I've uninstalled and reinstalled OBS, set everything back up, etc, and still get the issue. I really don't want to go to all the trouble of swapping the 1080p monitor back in.

Additional troubleshooting:

Verified running 64bit OBS for Win 10 64bit. Check.
Testing screen capture in a recording and it stutters just the same.
Tried taking a window capture, that just black screens, no video at all.

Massively appreciate any help you all can offer. The only reason I stream is to share my Extra Life fundraising efforts and I can't do that right now.
