Stream and recording issues

i have i99900ks with asus hero max 6 i think 64 gigs ram 1200 watt ps and msi 2080ti in grounded the new game that jsut came out i cannot get it to stream or record 60 fps or anywhere near good quility as well as when i stream in gen it seems like i cannot get settings right the is always pixelation when in fast moving games

Things to try from that post:
...Nvidia control panel and mess around with some stuff in it, so that's what I did. I went to Manage 3d settings and went down to Power management mode and turn this to prefer maximum performance then went down to vertical sync and turn this option off.

--disable-gpu in your x264 options
