Question / Help Stream and recording is buffering only in game.

My stream and recordings are buffering, but only in game. My facecam doesn't lag when I am not in game. Here is a clip of that happening. I have tried everything, lowering bitrate, restarting router, changing settings. My specs are a 1080 and an i5-8600k overclocked to 5ghz. Here's my last log. If you need any more info I can provide it.
