Parallax Abstraction

Hi everyone!
I've been using XSplit for a while and am getting fed up with it so I want to give OBS Studio a try. Here's my situation: I have a small following on YouTube and no following on Twitch but am looking to grow both. Since I'm not partnered, I want to only stream to Twitch at 720p30 so I can keep a low bitrate. However, I simultaneously want to record my own VoDs at 1080p60 which I will then manually upload to my YouTube channel for people who can't watch in real-time or want higher quality.
XSplit did allow me to do this but was terrible at it. The output recordings were always super choppy (even when they appeared smooth in the preview and indicated no dropped frames, I can link examples if desired) and nothing I could do fixed it. This is on a beast of a PC with an i7-6700K, overclocked to 4.6Ghz and recently, a GTX 1080. Even when playing a AAA title with streaming and recording on x264, CPU usage was never an issue. I was able to rig up an alternative solution where Dxtory would provide the game source to XSplit at 720p30 while also capturing in 1080p60 at the same time. The problem with this of course is that it didn't capture my facecam or chat overlay because those were XSplit specific.
I've been configuring OBS Studio up to do some tests with but there's a problem. While I can pick different resolutions for streaming and recording, I don't appear to be able to pick different frame rates. This is obviously key for the setup I'm looking for. Is there a way to do this, either through the menus or even x264 options? If not, is this something that's planned to be implemented in the future so I can check back then?
Thanks very much for your help. OBS Studio's looking great, I know I just have weird requirements. :)
