Strange 4k60 recording performance

Today I've tested different recording settings in OBS and noticed strange thing.
4k60 recording takes much less graphic card resourses than 60fps in another resolutions.
Firstly I tested my 2060 laptop and got these numbers:
1080p30 - 14% (GPU Usage, NVENC New Codec,
1080p60 - 28% (I used same bitrate for 30 and 60fps. Preset Quality)
2k30 - 24%
2k60 - 46%
4k30 - 50%
4k60 - 70%

I found a bit strange that 4k60 "eats" not as much percents like another resolution when you double framerate, so I decided to test OBS on My PC with RTX 3090 and got more strange results:
4k30 - 62% (more than on my RTX 2060!)
4k60 - 62% (same as 30p!).
Another resolution also changes percents of usage when you switch 30 to 60 fps. (In different proportions than laptop) But 4k doesn't
Also I noticed that Performance and Quality Modes also doesn't affect GPU usage in 4K. But do in other resolutions.

So what is wrong with 4K recording? I'm pretty sure that "performance gift" has some pitfalls
