static noises when sound it played on stream

idk what's the issue, i didn't have this happening at all until today:

tried quite a few things and nothing worked.
currently using NDI for 2 PCs setup.
i know for sure the issue is coming from the gaming pc rather than the streaming pc, as if i record voice on the streaming PC it goes well, compared to the streaming PC which everything gets messed up.

audio drivers are fine and sampling rates are matching.
streaming on each of the PCs by itself is working fine with no audio issues. only with NDI there are audio issues

1 more thing i checked - i can hear the robotic static noise from the audio monitoring (without streaming it to twitch)
