Im on windows 7 and every time I try to use Intel quicksync I get this error: "[qsv encoder: 'recording_h264'] qsv failed to load in the log" and visually i get: "Starting the output failed"

I have the latest drivers installed for Intel quicksync & as you can see (http://prntscr.com/hva241) i have the intel quicksync visible on my screen resolution tab. and its visible with no errors in device manager: http://prntscr.com/hva2fp
I am completely stumped. Please help
