I used to stream regularly back in the day and never had any issues with anything really. Recently I reinstalled my windows and did a gpu driver update among other things and updated OBS as well. When I select h264 as the streaming encoder (WHICH I USED IN THE PAST REGULARLY) I get this message. After I try again OBS crashes. Here's the log and a screenshot of the error below.

I have r7 360 amd gpu, i5 6600k cpu,and 8gb of ram, it's more than fine for streaming lower req games, since my internet is very good, 200/80 with 6k bitrate regularly.
I've been trying to stream for quite a while now and I have no idea why it is like this, streaming with x264 can work but it is for whatever reason laggy as all hell. Please help.

EDIT: I have also tried to downgrade to a earlier OBS version while reading the forums on some of these posts where people said that it tends to be a plugin issue that came with a new update, etc etc, and nothing worked. No idea what to do.
