what i did to resolve my problem updated graphics driver,run obs as administrator,udated video drivers ,changed encoder settings in recording section to software 264

OBS removes support for hardware encoding, such as QSV, in old hardware in a new versions occasionally and your processor may no longer be supported. For Intel, it's End of Servicing Lifetime for almost a year. I would try an older version of OBS such as 30 or 28 and see if you can get QSV working so you have some CPU to spare.
