Question / Help Starting the output failed. (NVENC Issue)

I was able to stream perfectly fine using OBS and my settings, however after a recent Nvidia update I was not able to stream or record. I reinstalled the entire program fresh and it still won't let me stream.

Specs:
Motherboard: MSI Z370 A Pro
CPU: Intel I7-9700k
RAM: Ballistix Sport DDR4 8GB RAM 3200MT/s (x4)
GPU: NVIDIA RTX 2060 Founders Edition

NV_ENC_ERR_OUT_OF_MEMORY means something else is already using NVENC or you don't have enough GPU memory.

The weird part is... this problem started after I updated the Nvidia drivers, so is there a new process going on in the background I don't know of? 6GB of VRAM should be enough to stream and play games at the same time. Any ways of finding out exactly what is using my NVENC will be much appreciated! :)

If Shadowplay (part of geforce experience) is active, it uses up one of the 2 possible nvenc encoding sessions.

I was away for work but I tried turning off "Instant Replay" as soon as I got home and it fixed it!
