Starting the output failed for streaming

You're trying to use the Quick Sync Video (QSV) encoder but this requires OBS to run on the iGPU (Intel) instead of the AMD GPU. There's 2 possible fixes:
1. Use the x264 encoder instead of QSV.
2. Try to get OBS to run on iGPU/power saving by kinda following the instructions at https://obsproject.com/forum/threads/laptop-black-screen-when-capturing-read-here-first.5965/ . You may also need to get Retroarch to run the iGPU to use game capture with it (I think) and then use QSV. You may also need an older version of OBS (such as 27) because older processor support has been removed.
