Question / Help Starting Output failed

Today I installed a new GPU, a 1080TI. I am using the most recent drivers so I know it's not that. I have tried closing every single program I am using outside the game running and OBS and it still doesn't work. Not sure what the issue is. I do not use OBS much, today was the first time I wanted to try and stream to twitch using 1 PC to see if I can get a smooth stream with the better GPU and using VR (Oculus).

Could you be more specific? What, exactly, does not work?

As far as I can tell from the log, NVENC is unable to initialize, which usually means something else has called instances of it and the GPU cannot create more instances (consumer cards are limited to two instances). The usual culprit there is Shadowplay, but that should only be one instance. Does the boom_capture_universal source happen to hook NVENC somehow (I don't know anything about that plugin/software)?

So I figured out what the issue is. It’s Ouclus Rift or the oculus app I guess. Any time I start up the oculus app it gives me this error. I searched the issue and a lot of ppl reported the problem back in 2016 and 2017 but I could never find a solution posted by anyone. I even reinstalled OBS. Not sure what to do. I tired a work around where I would start streaming and then open oculus app and that doesn’t work. I get a black screen in the Rift.
