Starting OBS = Lowered Game Volume?

Anytime I start OBS it automatically lowers my game volumes. It's not a huge deal, but it's kind of annoying having to go back and turn them up in the system tray.

Anyone know what's causing this? I don't have any plugins for OBS. I AM running OBS Studio x64 so, I'm not sure if that's a problem. Also, as far as I can tell... This usually only happens once, when I first start it up after turning on my computer.

So, if I close OBS after fixing it, and starting it back up and streaming, it does NOT lower the volume.

However, if I restart my desktop and start OBS, lowered game volume.

???

EDIT: Also my mixer in OBS is set to full, it's not set to a lowered volume.

windows has a stupid audio ducking thing on by default, it's located in the windows audio options on the last tab, simply pick "do nothing" if this isn't the problem, im not sure.
