i need help. I just installed obs but i cant start it due to missing of API-MS-WIN-CRT-RUNTIME-|1-1-0.dll...

You need to install the Visual Studio 2017 runtime packs, both x86 and x64 versions from https://obsproject.com/visual-studio-2017-runtimes
If that doesn't help, you also need to make sure your windows updates are actually up to date.
