Start stream when source is online

Hello and sorry for my bad english.
I was wondering is there way to setup obs for irl stream to start obs stream when is selected source go online. In my mind i have a gopro stream to rtmp server, when stream goes online the vlc source in obs start stream to twitch.

Is this possible?
