Start and stop recording hotkeys not working when I have another application open on the screen?

So, I made sure to install the most updated version of OBS for Windows 64bit and I have made sure to create hotkeys for start and stop record and I hit apply to make sure the changes were made.

The hotkeys will work fine if I have the OBS windows visible on my PC screen, but whenever I open up the application I want to screen capture and press the same hotkeys to start and stop the recording...it doesn't work?

I really need to get this working asap to finish some important work for a client. I would greatly appreciate help with this.

Nevermind, I think I know why it wasn't working. I forgot to open the other program as Admin while I only had OBS opened as Admin. It seems to be working now. I did a short video test. I will try it again for the full 10 minute recording.
