I make music reaction videos through OBS. I only use OBS to record the the desktop screen which is playing the YouTube video in full screen, as well as the desktop YouTube audio (in stereo), and my voice via an external mic in my audio interface. So there is x1 video and x2 audio per recording. I use an external camera, not connected to OBS/computer to record myself, and then sync everything up in my video editor.
It's not constant, but there is occasional screen lag/flutter which is not apparent when I am recording the video, but is evident when I'm then editing the recorded output file in Davinci Resolve. There is no issue with the audio. Only the video/desktop screen lags/flutters.
Any help and guidance would be greatly appreciated.

My recording settings are as follows:
Recording Format: Matroska Video (.mkv)
Video Encoder: AMD HW H.265 (HEVC)
Audio Encoder: FFmpeg AAC
Rate control: VBR
Bitrate: 2500 Kbps
