By default - no, but black screen require ~0 kbit/s.
If you want, you may try Custom Output (FFmpeg), FFmpeg Output Type: Output to URL at Recording tab of Output Mode: Advaced. (similar as there: https://obsproject.com/forum/resources/obs-studio-send-an-udp-stream-to-a-second-pc-using-obs.455/ but experiment with container format)
