Sound Static

First off my problem, when I connect my HDMI, with or without it connected to my external monitor, to my laptop my stream has noticable noise. When I disconnect the cable it goes away.

Solutions I have tried from looking at other forums: different HDMI cables, outlets and monitors with no avail.

Any help is appreciated and thank you for your time.
