Is it still the case that a 2nd program is needed to use desktop audio

Also is there a way to play background music?

Yes and yes. The sticky in this forum still applies-- you have to use software like SoundFlower, iShowU, or LoopBack.

If you use something like Loopback you can create a virtual device specifically for background music, and tell a player like VLC to output to it so you can control its output separately.
