Sound meter working no sound

I have tried setting all the settings the way it's supposed to be as far as I know with audio input output Etc I see the sound meter moving but there's no sound I even got a separate streaming microphone and there's no sound coming from that either last night I could hear the sound of my computer alert making a noise via obs but everything else was just muffled staticky no sound
