Loading module: coreaudio-encoder.dll
10:31:10.562: [CoreAudio encoder]: Failed loading library 'CoreAudioToolbox.dll'
10:31:10.562: [CoreAudio encoder]: Couldn't load CoreAudio AAC encoder

Go to Apple and download iTunes. Install it and then remove from desktop. ITunes comes with the codec you need for audio. After installing restart computer.

that's not relevant.

Because
10:31:11.249: AAC encoder bitrate mapping:
10:31:11.249: 32 kbit/s: 'FFmpeg Default AAC Encoder' (ffmpeg_aac)
10:31:11.249: 64 kbit/s: 'FFmpeg Default AAC Encoder' (ffmpeg_aac)
10:31:11.249: 96 kbit/s: 'Media Foundation AAC Encoder' (mf_aac)
10:31:11.249: 128 kbit/s: 'Media Foundation AAC Encoder' (mf_aac)
10:31:11.249: 160 kbit/s: 'Media Foundation AAC Encoder' (mf_aac)
10:31:11.249: 192 kbit/s: 'Media Foundation AAC Encoder' (mf_aac)
10:31:11.249: 224 kbit/s: 'FFmpeg Default AAC Encoder' (ffmpeg_aac)
10:31:11.249: 256 kbit/s: 'FFmpeg Default AAC Encoder' (ffmpeg_aac)
10:31:11.249: 288 kbit/s: 'FFmpeg Default AAC Encoder' (ffmpeg_aac)

So does not relying on windows media player.
Mine says:
11:01:43.545: Loading module: coreaudio-encoder.dll
11:01:43.555: [CoreAudio encoder]: Adding CoreAudio AAC encoder
And my audio works.
His says failed and his audio doesn't work.

Harold is certainly correct, CoreAudio is just a different Encoder for the audio tracks. In this case installing it might have helped your playback software being able to playback the sound.
Thats why we recommend to check the video in VLC as Harold did right away.

That windows media player's 15 year history of bad media format support is the cause of the original poster not getting audio.

VLC and Kodi are both known to have FAR better media format support.

And the ironic part is that microsoft wrote the audio encoder that microsoft's media player can't read.

@SoberToxicity: looking at your log you seem to have your desktop audio device selected twice in OBS:
10:31:11.294: WASAPI: Device 'Speakers (USB Audio Device)' initialized
10:31:11.294: source 'Desktop Audio' (wasapi_output_capture) created
10:31:11.303: WASAPI: Device 'Speakers (USB Audio Device)' initialized
10:31:11.303: source 'Desktop Audio 2' (wasapi_output_capture) created
Are these two different devices? Do you see the green bars moving in the audio mixer section? And as Harold mentioned, did you check the Video in VLC? :)
