Bug Report Sound distortion noise at 32 seconds and up

Hi guys,
any reason why I would get this flawless 32 second sound crackle and noise distortion?
keep in mind it's on the El Gato capture,preview AND recording in OBS.(not even streaming yet)
I have tried a few things :
1) settings 44.1 vs 48hz, bitrate
2) removed camera
3) lowering the resolution of the capture device in case it was pushing the capturing limits
The nitty gritty is
I'm trying to capture my iphone, a music program which works great on the El Gato itself, but their support in getting twitch connected is a fail at BEST(their software needs work). ie, suddently I could not stream anymore last month.
BUT
window capture of a single game works to stream using OBS. yes!
SO
Since I use OBS for other things(pc gaming,capture transfer jobs,etc), I wanted to use ElGato to capture,OBS to stream.
music being the main reason here: it can't have distortion.
I have a 14.5mb file of a sample, a video loop of the interference at 32 seconds, no log file atm.
keep in mind, nothing in my settings has 320milliseconds that I know of, maybe the microphone at 200, but it's not enabled.
I use 0.6.5.4 from Aug 2015
since I've helped others get going with OBS, this baffles me a bit.
ANY help getting this fixed would mean the world!

Periodic sound issues usually has wrong frame rate setting at the core. In your case it is close to 30fps vs 29.97fps (960 vs 959 frames by 32 sec). Try to set all devices and OBS Studio at the same frame rate.

Edit: I messed up with numbers too.
