sound cracking on hdmi video capture device monitor, but not on recording

somehow there was some sound/music cracking during game play,
through OBS, but playing back the recording of the same game play,
there was no cracking in the sound.

is the monitoring of the HDMI video capture device sound broken?
the video capture device volume bar never hit the red, and the recording is ok.

also when "start recording" button is pressed, with amd hw h.264 encoder, the audio will crackle for a few seconds.
this might be and AMD issue, not an OBS issue.

The recording starting crackling issue is with integrated gpu in the amd 5000 series cpu, using AMD HW h.264 AVC.
