Question / Help Sometime in Nov, OBS fps before or during Stream was crippled

Hello OBS team!

First off, big time fan of you and your software. I really love it and the depth of customization with it. Amazing for so many reasons! Sadly though, today I come to you with an issue I can't see to figure out. Sometime in NOV or very late OCT, something changed on my PC. Whether it was a Windows Update, OBS, or what I'm not 100% sure yet. I quietly lean towards it being Windows goofing something up between it and OBS but I don't know for certain.

Anyways;
Recently I've noticed that when playing Destiny 2, the FPS within OBS suffers dropping to 13 and averaging 30 FPS. It didn't start doing this until Late Oct or sometime in Nov. I can look back through my videos and compare that part at least. It starts doing the same thing for any other game as well, no matter how high and consistent my fps in the game is. Now, this is when I'm both Recording, Streaming, and/OR just the Preview/Stats before I even get OBS to start streaming. I've never had this problem and I haven't changed anything in quite some time... it's all been fine up to this Month or so. Also I can get up to 200fps in Destiny 2, but in OBS it will still sit in that same 13-48 fps range bouncing all over.

I stream at 2560x1440, over to Dallas TX(best ping/transfer from here). I've attached a DxDiag and OBS Logs for the past couple days.

Things I've Tried:
Updating nVidia Drivers
Looking for OBS Updates(currently 20.1.1)
Disabling the Windows Gaming Bar optimization crap both in Windows and for the specific ExE
Trying different display outputs within the game - Windowed Fullscreen, Windowed, Borederless Window, Fullscreen, etc
VSync on and Off
Removing other Scenes/Sources

Try to turn off Gsync and limit fps to 60 for a try. Remove Game Capture, while playing Destiny2, as it tries to hook the game, but with the Destiny 2 anti cheat features you can only record it with window capture.

Thanks for the reply BK. Gsync should be off by default as I don't have nVidia Experience even installed, right?; I just have the drivers and a few other options from nVidia installed. I've heard bad things about the overlay that Experience provides so I just kept it off of my disk. VSync within the game is off too, as it kind of smooths things out but slows things down a smidgen. Game Capture actually never worked for Destiny 2 so I've been using Window Capture since it came out. I haven't had any issues getting video through that so far. Just FPS issues as of recent. Regardless of Game Capture or Window Capture OBS is getting the same 13-48 FPS both in the Preview and recording/stream. I can't figure it out because I literally haven't changed anything in months and it suddenly started doing this. Doesn't matter what game either.

Just found out there is yet another update for nVidia today... 388.31... so I'm going to try that and see if it makes a difference...
